Hospital Replacement
UCSF recently completed a major milestone in a long-range planning process to determine
how to address existing functional deficiencies of Moffitt/Long
Hospital, and respond to Senate Bill 1953 which imposes new seismic
standards for inpatient medical facilities in California. The
Chancellor's Advisory Committee made recommendations
for ultimate consideration by the University of California Board of
Regents on the plan to replace of Moffitt/Long Hospitals, including the
optimal configuration of academic programs at UCSF's major sites. LRDP Amendment #2 was approved by The Regents in March 2005 with a number of recommendations for implementing a Hospital Replacement Program. Highlights include:
- Mission Bay. Develop integrated specialty hospitals, including UCSF Children's Hospital, a UCSF Women's Hospital, and the first phase of a UCSF Cancer Hospital at Mission Bay, together with outpatient facilities and new research facilities to speed the transfer of medical knowledge to clinical practice. The number of beds in the first phase is expected to total about 210, with a possibility of expansion in later phases. The preferred site is south of the existing 43-acre campus site.
- Parnassus. Make major investment in renovations to the 526-bed Moffitt/Long Hospital buildings that constitute UCSF Medical Center at Parnassus Heights by 2013 to increase the number of beds at Moffitt/Long Hospital to 580. This would be followed by a reconfiguration of Long Hospital and a new inpatient hospital pavilion with about 130 beds to replace Moffitt, which ultimately would be decommissioned by 2030. After the pavilion opens, the number of beds in service at Parnassus Heights could increase to a total of up to 680 beds, and then would decrease to 400 beds when Moffitt Hospital is decommissioned.
- Mount Zion. Expand the use of the site for ambulatory care, outpatient surgery, and related clinical research and education.
The
Chancellor's Advisory Committee charge included:
- Evaluating potential hospital replacement scenarios and
recommending a preferred scenario to the Chancellor;
- Preparing recommendations on the optimal configuration of academic
programs at each site to ensure the future academic prominence of UCSF,
including:
- a new Master Plan for the Mount Zion site;
- an academic plan and space program for Parnassus Heights and Mission
Bay, consistent with the "preferred" hospital replacement strategy;
- a detailed plan for UCSF's activities at SFGH, consistent with the
City & County of San Francisco's own hospital replacement project; and
- an updated plan for the other UCSF locations, including the
Veterans Administration and Fresno sites and our smaller
facilities.
- Overseeing the preparation of an Amendment to UCSF's Long Range
Development Plan regarding hospital replacement, and an accompanying
Hospital Replacement Environmental Impact Report.
- Working closely with the UCSF's Community Advisory Group,
(CAG) and our neighbors throughout
the City to achieve consensus on the proposals for physical
development.
